I don't think it's exactly "legal" to say that any perimeter and area are equal, since one is a linear measure - inches, feet, etc. - while the other is a square measure - square inches, etc. But if you are willing to say that 4*pi inches is "equal" to 4*pi square inches, and if a circle is unique enough for you ... does that help?
