<HEAD> </HEAD>

The HEAD tag includes information about the document. It shouldn't have any normal text, or markup tags. If a browser is at your site, and it sees markup in the HEAD it will think it is looking at the body. The TITLE tag goes within the HEAD tag, and so do some JavaScripts. That's about it.
