Well you need to look for several things:
Quality of overall construction (is the framework solid? Are supporting beams pretty thick? Are there enough supporting beams so that the table will stay in alignment?)
Surface quality (is the surface a good color that won't reflect light or obscure the ball? Is the surface characteristic uniform throughout the top of the table? Are the playing borders well defined?)
Board quality (is the board straight and flat throughout? Is the board of sufficient thickness designed to last? At least 3/4" is a good rule of thumb. Also, is the board material well sealed to prevent absorption of water?)
Net quality (if included...is it of uniform height, straightly aligned, tightly fastened...)
Now I must admit a 100 dollar table will probably be lacking in quite a few of these categories, unless the seller is giving you a REALLY good deal. Most tables that fit my previous criteria run from 400-1000 dollars new. But if you shop around, especially after major tournaments, you can get quality used tables for a substantial discount.
