1. Refusal of notification and inspection by proxy
While the inhabitant voting was going on, the Japanese government demanded
that governor notify and innspect by proxy, based on the amnesty law
of the U.S. Military land. The governor refused this, so Primary Minister
Hashimoto, took a legal action at once and on July 12nd, he filed a
suit with the The Naha Branch of Fukuoka High Court for Okinawa Governor
for refusing this.
2. Acceptance of notice and inspection in proxy and reasons
On September 10th, Primary Minister Hashimoto confered with the governor.
The governor appreciated what they discussed in this conference, and
he agreed to notice and inspect by proxy.
Althought this conference itself wasn't novel in the least, there were
other reasons why this he decided to agree. The most important reason
was that Hashimoto cabinet was goint to dissolve and there was going
to be a general election. Okinawa Prefectural Government had done many
things like revision of their efforts starting from the rape incident
would be meaning less if the next cabinet had no understanding about
the base issue.
3. Inhabitants' disappointment antibase movements have shifted
Since this acceptance, antibase movements have shifted from arranging
and reducing bases to a different. For example, to Japanese govenment
established Okinawa informal gathering for discussion that examined
how to reduce municiparities' too heavy a burden by bases.
However, governor's refusal of noticification and inspection by proxy
was the last resort for the inhabitants. They didn't expect the governor
would agree since he expressed that we couldn't make Okinawa in peace
unless bases problem were solved.
The governor's decision disappointed the inhabitants who had struggled
with the governor. They were speechless. The inhabitants' movements
have declined.
Unfortunately, this is the state of Okinawa how they lost a big support
and this was the lastest setback of Okinawa inhabitants.
