Title: Tutorial -Amnesty law of Military land-

Law of Official Land had been extended for five years, but it was going to expire on May 14th 1982, so the Japanese government had to work out the next measure. But they couldn't extend the law of official land again because antiwar landowners had brought lawsuits of violation of the constitution on the law of officail land.
So the government restored the amnesty law of the U.S. Military land that had been enacted back in 1952 but hadn't been actually used for twenty years, and they applied this to Okinawa. This law approved the military to use the land literally as amnesty.
However, to apply this law, there must be two steps to follow.
  1. landowners' signature; ifrefused, the signature of the headperson of the village by proxy; if refused, the signature of the governor by proxy.
  2. notification and inspection by the headperson of the village; if refused, by the governor by proxy.

Then governor was belong to the conservative party, so he did these naturally.
The government got the competence to use military land in Okinawa.
