| While the law of official land was effective the Japanese Government
tried to persuade 3000 antiwar landowner to make a contact every possible
means like disturbance of employment. But they did not succeed. Mean while, land register had been innacurate due to the counterattack by the owners Okinawa war. Many conflicts about land register had occured, and the Japanese government was accused of causing the problem. The government took advantage of this when the law of official land was going to expire. They enacted the new law of clarification of land register. It said that the government was responsible for clarfying land register, and in appendix it said the law of official land would be extended another 5 years. In another words, nongovernment parties and others opposed to the bill and the new law became effective 4 days after the original termination of the law of official land(May 15, 1977). The Japanese Government had no legal basis to occupy military land during these four days. But Japanese Government occupied the military land four days without legal basis. In Kadena Air Base, the riot police kept off the base. Moreever, land register by the government was olipshod. For example, the area was inaccurately increased or decreased and the location had been changed. |
