Taking advantage of Inhabitant all action meetings, on November 4th, governor Ota confered Tomiichi Murayama, the Primary Minister and requested to revise of the Japan-U.S. Status of Force Agreement (SOFA).
Then Japanese Government examined at SACO and Japan and U.S. combination committiee and answered as follow.

    1. Passage 2

    Request:
    The Japanese government may request the U.S. government to return facilities or areas when the Japanese government hears complaints from administrative divisions of Japan, where U.S. Military bases or areas are situated, that the presence of U.S. Military facilities or areas is adversely affecting plans for development and other policies of that particular self-governing body. The U.S. government must then comply with the request.

    Result:
    To reverse 11institution, 50002 ha.

2. Passage 3

    Request:
    Concerning aircraft noise pollution that adversely affects local residents and protection of the environment, Japanese domestic law will be applied to facilities and areas of the U.S. Military as well.

    Result:
    Measure of airplane noise control at Kadena Airbase and Futenma Airbase
    Enforcement of noise reduction initiative
    To abolite fire exercise by loaded shell over prefectural road 104
    To continue enforcement removing unexploded bomb at camp Hansen
    To quicken to build barrier to control soil erosion

Request:
Also, if the self-governing body expresses a desire to enter these facilities or areas, the U.S. Military will comply immediately.

Result:
To approve to enter facillities or areas.

Request:
Concerning aircraft accidents of serious nature, the U.S. Military authorities will conduct a speedy investigation as to the cause of the accident and submit a prompt report there of to the concerned self-governing body.

Result:
To follow the necessary procedures for provide findings of U.S. airplane accident.

Request:
A provision that clearly states regulations for the U.S. Military exercises should also be added. There must also be included a specification that states that if an accident or incident occurs during training exercises, a penalty, such as the discontinuance of exercises (or training) will be imposed upon the unit responsible for the accident.

Result:
Nothing

Request:
The use of golf ranges within U.S. facilities by Japanese citizens should be prohibited altogether.

Result:
To make guidelines by U.S.

    3. Passage 5

Request:
We request that Article 5 of the SOFA be revised to clearly state that the use of civilian airports by U.S. Military aircraft is prohibited except in cases of emergency. Also, we ask that the meaning of the word "movement" be clearly defined, and that marching in civilian areas be prohibited.

Result:
To stop march on public road

    4. Passage 6

    Request:
    Concerning Article 6 of the SOFA, we request the Japanese and U.S. governments to hold discussions regarding the transfer of air traffic control of U.S. Military aircraft approaching Naha Airport to Japan.

    Result:

    Nothing

    5. Passage 9

    Request:
    We request that Article 9 of the SOFA be revised to clearly state that Japanese national law will be applied to matters concerning the health and hygiene of the members of the United States armed forces, civilian components, and their dependents and the quarantine of the same people and their plants and animals.

    Result:
    To quarantine for people and animals

6. Passage 10

Request:
Concerning Article 10 of the SOFA, we request the installment of license plates for U.S. Military vehicles which are easily recognizable by Okinawans.

Result:
To notice lists of U.S. public cars

    7. Passage 13

    Request:
    We request that Article 13 of the SOFA be revised to clearly state that all privately-owned vehicles of members of the U.S. Military will bear the same taxation rate as the vehicles and small motor vehicles of local residents.

    Result:
    Nothing

    8. Passage 17

    Request:
    We ask that Article 17 of the SOFA be revised to clearly state that in cases where Japan exercises judicial authority, Japanese authorities can, in all situations, take into custody suspects who are members of the U.S. Armed Forces or who are civilian components of the military.

9. Passage 18

    Request:
    We ask that Article 18 of the SOFA be revised to state that when local residents are victimized by members of the U.S. Armed Forces, civilian components, or their dependents, the victim will receive appropriate compensation from the Japanese Government (which will later negotiate with the U.S. Military or the assailant on the compensation) regardless of whether or not the injury was inflicted while on official duty.

    Result:
    To make duty of enter car insurance
    To improve steps of payment
    To create financing in free of interest system

10. Passage 25

Request:
We ask that Article 25 of the SOFA be revised to state that the wishes of the concerned self-governing body will be heard at discussions of the Japan-U.S. Joint Committee regarding the use of the bases; and also that agreements reached between the Japan-U.S. Joint Committee will be reported promptly to the public.

Result:
To pursue joint committie's announcement

These were accepted SACO and Japan and U.S. joint committie. These results didn't equal request, therefore, Okinawa advanced to peace.
