They used another system: permeable caissons. These were almost standard caissons but the most important difference was the these caissons had slides which stayed open till all the necessary caissons were placed. In that way the caissons could all be placed and afterward they could close the caissons all at one's by the gates made onto the caissons.
The specifications of these permeable caissons were important:
  • Strong and stiff, no distortion with great water pressures. They have to be stiff also because of the great risk of not coming on the ground completely horziontal. The great powers involved could cause that the gates couldn't opperate when they had to be closed.
  • Needs several slides to let the water flow through.
  • Able to be stable when they float.

To make these caissons they adapted the standard caissons. Building the Veerse dam and closing the Veersemeer was the first major project of the deltaworks. Using permeable Phoenix-caissons was the only option they had that time.
