There were many problems by designing the Oosterscheldedam. Although it was necessary for the safety of the people in this province, people wanted to conserve the unique nature in this area. Many concessions had to be made. Also for economical reasons, shipping and fishing, creative solutions must be found. There were two main options: building an ‘open’ dam and building a solid dam.

Solid:

advantages: cheap, fast, safe, easy to build.
disadvantages: destruction of nature, no passage for ships.

Open:

advantage: preservation of nature, safe shipping
disadvantage: Expensive, invention of new technologies.

Finally there was a compromise: a flood barrier will be built with gates who will only be closed in case of danger by storm or extreme high tide, so most of the time these gates will be open. To reduce the surface area of the Oosterschelde first other dams, the Brouwers-dam and the Oester-dam, have to be built.
