They could choose between 4 alternatives. Finally plan III was chosen. The dam can be divided in three parts:

1. a short but deep part on the side of Schouwen-Duiveland

2. a part on a sand bank, the Plaat van Oude Tonge,

3. a long but shallow part at the side of Overvlakkee.

First the sand bank was brought on the correct height by sand from the sea bottom. Then the south gap will be closed by caissons and the north gap will be closed with great rocks and stones by the cable railway method. The dam will be finished by creating a road on top. On the south side of the dam also a lock had to be made.
