The construction started in 1957, 4 years after the flood, by leveling the Plaat van Oude Tonge, the central sand bank. This was done with sand from the sea bottom. The first, the southern gully, was closed by caissons over a distance of 600 meters. when this was done only the north gully remained, a gap of one kilometer. This gap was closed by the cable railway method.
