The work done by programmers, designers and others involved in the process of creating a graphical adventure is enormous. However, the creation of a text-adventure can be handled by one person, which might even be you. Don't be fooled, however, creating a text-adventure requires a lot of creative thinking, programming and persistance. If you still feel like taking on the challenge, this page is a good start.
First, you need to decide which programming language you will use. Basically, there are two major languages: TADS (Text Adventure Development System) and Inform. It would be difficult to explain all the differences between these two, but generally speaking, TADS is easier to use and learn, but Inform has more possibilities and options. The decision is entirely up to you.
