Fuel filters are installed in the fuel line to clean the fuel before it hits the carburetor. These filters can be located anywhere between the fuel tank and the carburetor. The most common placement is between the fuel tank and a mechanical fuel pump. Any water or solid material (dirt for example) gets trapped by the filter and falls to the bottom where it can be removed.
