94 ford escort battery light stays on

When I start the car my battery light warning stays on. At the regulator the voltage read the same as the battery. When I disconnect the electrical plug to the altenator the battery warning light goes off.

WHERE COULD BE THE PROBLEM THE ALTERNATOR OR REGULATOR OR SOMEWHERE ELSE?
