Fuel not reaching TBI when cold

It takes 3-4 good cranks to start engine when cold.
I took out the fuel pump and tested it and it seemed
to pump OK. What about the relay switch or some elect.
problem before the relay switch? I Have an Chev.
Celebrity (1982) with 4 cyl engine & A/C. Other then
it's normal sounds & minor problems it runs good.
Gets good gas mileage and burns no oil (120000 miles)
