I believe it is an example of mocaicism, and occurence in which the cells of an organism have two distinct genotypes. It could be caused by a mutation in the early cell divisions from zygote to morula.
Another possible but less likely cause is imprinting, in which one of the two copies of a gene become inactive. Which copy is shut off is determined by chance, so the cells which go on to produce the blue eye could have different active alleles from the brown.
