I was told in humans that it can be that the person is heterozygous and it is the environment (eg a virus) that influcenced the expression of the reccesive eye colour in the other eye.
Could be wrong.
Don't know how it works with dog breeds that commonly have different colored eyes, could be random expression, as what happens with genes X chromosome, giving us mottle cloured cats etc.
