This text has to do with a question on this website that I found that said, "If you had conquered the world, what would you do?" The first thing I would do is create a strong central government so that the empire would not fall apart. One of the biggest problems that large empires have is the fact that they rule over so many other cultures and societies. An example of this is the Imperial Russian Empire which ruled over not only Russians, but Ukrainians, Poles, Fins, Georgians, Siberians, and peoples from the Baltics. The problem with this is all groups will want independence and self government.
The best solution is to create a federal government - have a strong national government that controls the military, but also have regionalized governments that represent the people in those regions. For instance, you could divide the world into different culture groups; North American, South American, European, Asian, African, Middle Eastern, Siberian, and Australian. All of these would have their own region governments. Both the region governments and the national government would rule over the people but only the national government would have a military.
This system has already worked for the United States and I'm sure it could work on a larger scale. Also, it would help unify the planet under one republic instead of many warring countries.
