Public vs. Commercial TV
An Electric Snow interview with Par Altan

electric snow:
What according to your opinion is the most important argument to keep public service TV?

Par Altan:
It's necessary if the state-power could guarantee the public service companies are broadcasting programs.

electric snow:
What according to your opinion is the most important argument to abolish public service TV?

Par Altan:
I don't see any direct reason to abolish public service TV; I think it's good because it provides healthy competition and acts as a counterbalance to other channels.

electric snow:
Are there any essential differences between the program offerings on public service TV and commercial TV?

Par Altan:
The difference was erased when public service TV adopted new ideas that once were traditionally associated with commercial TV. One difference that remains is that the public service TV stations are broadcasting programs that are targeted to a niched audience without the same commercial demands, like TV3 has on their programs.

electric snow:
Has public service TV become more like commercial TV because of cable and satellite TV?

Par Altan:
Yes.

electric snow:
The Swedish TV- and radiolaw says:
"The one who sends TV-programs or radio-programs after permission from the government shall give the program activity so it lays the foundations of the democratic state-layers ideas and the principle about every human having equal value and the individual person's freedom and dignity."
How do program offerings reflect this? Are there any differences between public service TV and commerial TV concerning what the Swedish TV and radio law says?

Par Altan:
Let me answer this question for TV3, which is broadcasting entertainment programs, sports, news so to speak, nature programs and documentaries. Our programs are produced so they conform to the regulations of ITC, the British examination authorities. Demands are very strict when it comes to violence for example.
