Yes, because they stand for width, depth and variety. In the growing media-world most of them widen the scope of their content, becoming an alternative for commercial transmissions.

The Swedish TV- and radiolaw says:
"The one who sends TV-programs or radio-programs after permission from the
government shall give the program activity so it lays the foundations of the democratic state-layers ideas and the principle about every human having equal value and the individual person's freedom and dignity."
How do program offerings reflect this? Are there any differences between public service TV and commerial TV concerning what the Swedish TV and radio law says?

The one who broadcasts and televises programs with permission of the government has a responsibility to provide an objective, whole and formation for the people.
Yes. The commercially financed channels have a responsibility to deliver the biggest audience to their advertisers. The pay-TV stations don't have this responsibility, but can in most cases (exept cable-TV) choose what they don't want to see. Cable-transmissions should change so that you don't need to pay for something you don't want to see.
