Denmark:

In 1939, Denmark signed a non-aggression pact with Germany, but was attacked by blitzkrieg forces in 1940. However, unlike other non-cooperative nations, Denmark's government was able to keep control of much of the country following the war. Even when Germany started to exert its influence with more strength, the police in Denmark were able to evacuate almost the entire Jewish population to Sweden before the German Gestapo could get to them.
