(ET3)
ET3 was formed June 1997 as a collaborative of business, civic and government sector representatives committed to harnessing technology and telecommunications for econonomic and educational empowerment of traditionally underserved communities. ET3 is an affiliate project of the Minority Legislative Education Program, Inc. (MLEP) a non-profit that has long been committed to civic participation of citizens in these communities.


ET3 evolved following several forums convened by Congressman Owens, where participants identified three pressing needs:

  1. a need for ongoing stakeholder exchange of information related to technology and telecommunication opportunities,
  2. a need to harness technology and telecommunications as tools of transformation to insure equity and excellence in education and training, and
  3. a need to ensure equitable access to technology in homes, schools and communities across the country.

In response to those needs ET3 has worked to 'close the digital divide' by promoting forums among stakeholders in education and technology and by catalyzing private/public partnerships as the strategy for change at both the local and national level.
