Raffles left Singapore after signing the treaty.

He put William Farquhar in charge of the development of the settlement.

Farquhar had to start everything from scratch.

Here are some of the problems that Farquhar encountered and the solutions for them:

Settlers coming

Problem: Not many people knew about the settlement in Singapore. Farquhar had to get the traders from the places nearby to come to Singapore and trade.   Solution: He invited the immigrants from Malacca to come and trade and stationed an office at St. John’s Island to inform the trading ships passing by about the settlement in Singapore.

Food

Problem:The island was short of building materials, food, tools and other necessities   Solution: Farquhar ordered his men to go to Malacca and bring some food back. The traders in Singapore also brought some of the necessities here.

Pests

Problem:There were pests like centipedes and rats all over the island. These pests hurt some people. The rats also destroyed the food supplies. Tigers were also a threat to the people here.   Solution: Rewards were given to those people who killed these pests.

Crimes

Problem:Crimes like robbing and fighting often occurred.   Solution: Farquhar set up a small police force but the problem cannot be solved.

Raffles only visited Singapore three times. In his last visit in Oct 1822, he decided to draw a town plan to reorganise the settlement as it is growing in a very disorderly manner.

He allocated certain areas for specific activities:

Rich Asians and Europeans lived in the European Town. Raffles Hotel was also built there.   European Town
Muslims and Malays lived in Kampong Glam. It is divided into three sections, one for the Arabs, the other one for Bugis and the last one for the Sultan.   Kampong Glam

The north bank of Singapore was reserved for government and public uses. This place was also known as Government Area.

Chinese lived in Chinatown.   Chinatown
Indians lived at Chulia Kampong located at the upper part of Singapore River.   Chulia Kampong
Commercial Square was set up at the entrance of Singapore River. It was built at the place where a hill used to be. The hill’s soil was used to reclaim the swampy area at the south bank. The reclaimed land was named Boat Quay where boats loaded and unloaded their goods.

Do you know where is Commercial Square now? It was renamed Raffles Place in 1858 after Sir Stamford Raffles.
