As a runner for over 5 years, my experience is that you should always stretch before doing any exercise. Before I run, I always make sure to stretch for at least 20 minutes - this can include the normal "touch your toes" and such, as well as taking a short walk.
The answer to your next question can be found at this site, but I will answer it anyway. You should exercise at least 3 times per week to stay in shape. Any less, and you won't be doing yourself any good.
