Sit-ups and back raises, without general excercise, may only increase the problem. If you're not doing any other excercises, you may simply be bulking up your abs, traps, and lats. In fact, if it looks like your stomach is getting bigger, but you're staying the same weight, this may be exactly the problem.
Try for a more general excercise program, do something fun aimed at cutting down your total body weight, or at least getting into shape. You may find that you will lose fat off your stomach and back.
