Okies hon, hi there, I'm rese.
The area between your shoulders and neck (your trapezius or in slang "traps") can be toned by doing exercises which will help to strengthen your back in general- mind you I'm not a doctor so DO ask for some professional help afore you start...Have you looked at the exericises available in our diet and exercise section? You can try doing rows (bent over rows over standing, both will work). Don't forget to use a weight that you are comfortable using for about fifteen reps and that will not cause you any discomfort, only some MILD tension. Try the back extensions or you can do shoulder shrugs. You don't want to over work one set of muscles and not have your muscles balanced.
Other than that try imagining that your head is attached to a floating balloon, it will be lifted up if you imagine it holding up your body like a taut string.
Any more questions or if I am wrong in some of the information I gave you is incorrect you have my e-mail address. Otherwise, Have a most lovely day!
;-)
