This tesselation system consists of interlocking rectangles, each of which contains the entire fish shaped motif. To fill the plane, the motif has been translated (shifted) horizontally, as if it were on rails. The motif was then glide reflected both vertically and in both directions diagonally. Glide-reflection is the process of translating an object and then reflecting (flipping) it over the line it followed while being translated.
