This tesselation system consists of interlocking recatangles, each of which contains both the fish and boat motifs. To fill the plane, the rectangles has been translated (or shifted) both vertically and horizontally, as if it were on rails. This is one of the simplest tessellation systems, using only one of four possible transformations.
