Article IV, Section 3

Clause 1
Congress and only Congress can admit new States into the Union. Furthermore, no new State may be created by taking territory from another State without additional approval by that State's legislature.

Clause 2
The control of the rules regarding territories owned by the Federal government or State governments is given to Congress.
