Article I, Section 1

This provides for a bicameral Congress, consisting of the Senate and the House of Representatives. Congress makes the laws. The Executive branch then enforces them while the Judicial Branch interprets them. The purpose behind the three branches resides in the system of separation of powers which is further supplemented by the system of checks and balances.
