Sputnik and Gagarins success were creating enormous prestige world wide for the Soviets that's what bothered Washington. So in the middle of the cold war where winning the hearts and minds the world over was as important if not more important than military strategy's, Kennedy and his Science Advisers created the Moon race.
And the Soviets taking the challenge were just as much involved has the Americans in trying to get to the moon its only after their loss of their chief rocket designer that they gave up and started their manned Earth orbitting station which actually does make more sense from a millitary perspective than going to the moon.
Although it didn't have the 'glitz' from a political prestige perspective for the Soviets then, it now is important from the stand point of training and Research for manned expeditions to Mars and beyond while allowing the Russians to advance science and space technology.
So I would say that both nations won.
