Subject: FDR and the Social Security Act


I'm working on a policy paper for my government class and I need to prove whether FDR used constitiutional, institutional, or political powers provided the basis for his policy. The only think I can come up w/ is constitutional, according to Art. II, Sec. 3 which says the pres can propose legislation to congress. Any ideas or where I could research this?
