absolutely. The Russians have more then proven their mettle by keeping Mir in the sky for as long as they have. They have consistantly overcome extrime conditions on the space station with a budget that any NASA engineer would cry (or laugh) at. I believe that the Russians should lead the new international station because they are the ones with the most experience. (Think--with NASA's budget, what could the RKA do?)
