Since I have seen evidence of the Soviet "lunar module" and satellite photos of the aftermath of the catastrophic rocket explosion at the old U.S.S.R.'s "moonport", it is obvious that once the Soviets lost the moon race to the USA. They just pretended that it never happened. This is called revisionist history and the Soviet propagandists were masters at this game.

In early 1967 the US government, fearing that the Soviets would win the moon race and stake territorial rights to it, unwisely initiated and signed an international treating banning all territorial claims in space. The US had characteristically overestimated the capabilities of the Soviet space program and unwisely entered into this pact. No doubt, the Soviets would have ignored this treaty if they had won the moon.

Clearly, capitalism proved to be the superior system for promoting the development of new technologies and production methods for the space age. If the USA were not bound by treaty, there would probably be USA military and science bases on the moon today exploiting helium 3 technologies and the other unique properties of the lunar environment. The 1967 treaty, more than the Soviets or American public opinion, is responsible for the excrutiatingly slow exploitation of space.
