Yes, Washington did lean towards policies that would eventually become the basis of the Federalist Party with Alexander Hamilton. However, during his two terms of office, this was because he felt Hamilton offered better solutions than Jefferson, not because he was a Federalist and responsible as one.
Therefore, although Washington is sometimes considered to be a Federalist, technically he was not. He should not be labeled one for preferring Hamilton's advice, even though Hamilton became the leader of the Federalist Party.
