Surely, presidents are figureheads, however they do impact on the creation of history or the lack fo it. When a controversial man is elected president of the United States, a period of "creation" follows. Acts are passed, resolutions are proclaimed etc. Even when a non-controversial man with plans for the future is elected, Congress is soon like a beehive, everyone running around on business. However, when a president with no immediate goals is elected, there's a stagnant period -- very little history is created, few debates are encountered in Congress, etc.
Thus, even though a president is only a figurehead, he most definitely influences the development of history.
