Presidents themselves may be great men, but too many are simply figureheads. Any political science major can tell you that though a president will get the credit and blame for the current status of the country (economically, militarily, et cetera), in truth, the actions of those under him, or those of Congress (here I cite men such as Clay as a cross example) are responsible for the state of affairs. Even in general, heads of state get far too much credit (and blame) for the status of their country (this is especially true only in democracies, where power is supposed to be in the people). Though great men do effect change (Abraham Lincoln, JFK) they do so as role models, or rallying points from which public support is galvanized to promote change. So, yes, great men can make history, but on the whole, we the citizens of the world make the history, we just give credit to our leaders.
