Herbert Clark Hoover

When President Hoover entered office, he did not anticipate the coming depression. One of his first legislative acts was to sign the Agricultural Marketing Act, which would help farmers with low incomes while the rest of the nation was experiencing prosperity. However, once the Great Depression hit, all of Hoover's efforts were focused on helping to keep the nation alive during its hard times.
