It was during Clinton's Presidency that the internet became a big issue in government. Things like copyright laws, interstate commerce, national security, and location of the crime became the subject of heated debates in Congress. An internet Communications Decency Act was presented, in an effort by some legislators to prevent minors from pornography. However, it was ruled Constitutional, not so much for its aim, but for its wording and implementation.

1993 - Gays in the Military

    Under a compromise, homosexuals may serve in the military as long as they do not openly engage in homosexual behavior and remain quiet about their sexual preference. Critics argue that homosexuals should be banned on moral grounds, while others feel this compromise does not uphold the constitutional right of free speech and equal rights.

1993 - Mississippi Floods

    June and July of 1993 were two months of national crisis. The Mississippi River flooded land throughout southern Minnesota, Wisconsin, Iowa, Illinois, Nebraska, Kansas, and Missouri.

    The Federal Emergency Management Agency and many other public and private groups worked together to lessen the damage, and to prevent possible future floods.

    More than 8,000 homes and business were destroyed, and the flooding of several hundred thousand acres of farmland resulted in over 30,000 people without homes.
