The total demand for new connections, which includes working connections plus waiting list, is expected to touch 15.8 million by April 1997. To get phone on demand by 1997, another 10 million connections would be required, whereas, the target for the Eighth Plan is only 7.5 million lines, which itself faces a resource gap of Rs 75 billion. The release of additional 2.5 million lines alone would cost Rs 117.5 billion at a unit cost of Rs 47,000 per line at the 1993-94 prices. To this must be added the requirement on account of additional rural connections of Rs 40 billion. The additional resources required to achieve this revised target would be well over Rs 230 billion.
