The first step you should take is to prepare the rocket's nose cone.
First, test fit the nose cone in the body tube.
TIP: If the nose cone does not fit, using very fine sandpaper, sand the open end of nose cone gently until in fits securely into the body tube.
Second, apply a small amount of glue along the inside edge of the nose cone and place the insert inside the cone. Let the nose cone dry while not in the body tube.

Although a very minor step, the nose cone is a very important part of your rocket. It will undergo a lost of stress as the leading section of the rocket and as it experiences the final thrust of the engine during parachute ejection. Let the cone dry while you continue with the subsequent steps.
