Shock Cords are used to tether the nose cone and parachute (or streamer) to the rocket. There are two ways of attaching shock cords, the Slit-N-Glue Method (or through-the-wall as it is sometimes referred to) and the Anchor Method.
The Slit-N-Glue Method is best for heavy rockets where a lot of stress will be put on the shock cord, and very small rockets, where an anchor will not fit in the bodytube.
TIP:When using the Anchor Method, be sure to push the anchor far enough into the tube so that it will not interfere with the nose cone.
