Since the population of Koinae is so small, it is possible to have a purely democratic government in the colony. The 50 inhabitants vote on every issue, and everyone's vote counts equally. It is similar to the government of the Ancient Greek city-state of Athens. However, one of the problems that Athens had was that most of the time the voters knew what was best, but they did not know about everything. An example of this was the Peloponessian War. This war was fought with another city-state, Sparta. The government of Athens commanded the army, but the government officials were not actually soldiers. The government did do what the people wanted, but they were not the best decisions for the war effort. Sparta, on the other hand, was not democratic in the same way as Athens. In Sparta, every single person was a member of the army. The Spartans were the possibly the best fighters of their time. At the Battle of Thermopylae, 300 Spartans were able to hold off thousands of Persian invaders, even though one of their own men betrayed them and showed the Persians another way through the mountains. Since everyone in Sparta was a soldier, or at least worked in the army, if they made a war decision, they knew what they were talking about.

The colonists know that the current democracy like Athens had will not work very well once the colony gets larger. However, it would be foolish for the colony to convert to a military government like Sparta. So, to fix this, they will have a council of representatives from each of the six spheres vote on the decisions of the colony. Each of the workers of the spheres will vote for their representative. In addition, each sphere will get one extra representative for every 15 workers that it has. When the council can't come to a decision, then the vote will be put to the people, and the popular vote will decide what decision is made. In the mean time, however, the pure democracy is the system of choice for Koinae. |
