Coral atolls start out by forming around a volcanoe. Eventually the volcanoe becomes dormant and the volcanoe begins to sink. As the island starts to sink the old coral dies. On top of the old coral new coral starts to grow. When the volcanoe completely sinks all that is left is a ring of coral with a shallow lagoon in it.
