It was determined in 1890, that the referee should not be a member of the participating teams, and that his decisions are final. The referee - who wears a distinctive jersey, such as golden-yellow, purple, or light blue - manages the match from the first kick untill the last minute of the game.
If it's necessary, he can stop the game - for example the case of serious injury - or even suspend the match if there is a public scandal, or bad weather. In this case, if the condition had settled, and normal conditions are ensured, the match can continue. If this fails, the match is terminated.
Before the start of the game, the referee must check the pitch and the quality and consistency of the nets. The game may be postponed if the playing field or the weather conditions are unsuitable.
The referee, before the start of the game, also has to check the players medical certificate. In case of international matches, the players most important identification document is the passport - if the player hasn't got his passport, he may not play.
The referee shall warn the players with a yellow card in case of incorrect, brutal gameplay or injury simulation. The player may get a red card, for example, if he spits on someone, if he provokes a fight, or if he gets two yellow cards. The referee is like a part of the pitch, because if the ball hits him and then enters the goal, it's a valid.
In case of a goal, the referee whistles two times. At the end of the game, he whistles three times. A report is made at the end of every game, that containes all the things that had happened during the match. The referee is assisted by two assistant referees (formerly known as linesmen), and in some cases a fourth official helps in.
