Grover Cleveland was against the annexation because of the manner in which it was being obtained.  On December 20, Mr. Willis delivered a message to Stanford B. Dole from the president, who was requesting Mr. Dole resign his power and restore the order of things, because it was all done illegally.  Mr. Dole refused and this led to the summer and fall 1984, a revolt by the people of the queen.  The people planned to collect ammunition, guns, and weapons in an attempt restore the monarchy.  The uprising was in motion, but rumors of it spread and the government was on guard, allowing one of the advance units to be captured.  From there, the revolt declined and within 2 weeks the entire revolt was suppressed.  About two hundred people were arrested for being part of the rebellion, including Lili’uokalani and her two nephews.  The queen was imprisoned in her former palace, where she signed and sent a letter to President Dole abdicating her throne.  She also signed an oath of allegiance to the Republic of Hawaii and announced that she intended to live quietly as a citizen.  

    The Blount report eventually returned to President Cleveland and stated that the revolutionary movement would not have happened without Minister Stevens, promise of protection and request for landing U.S. troops.  Blount also reported that the queen believed that the president of the United States would restore her to the throne, exactly how Britain had restored the throne to King Kamehameha III after it was taken by George Paulet in 1843.
