The fact of the matter is that these residents are currently living in very harsh conditions. As stated before, eminent domain obtains property that is considered to be poorly maintained.  Owners of these properties hardly ever take care of their homes or businesses; either because they can’t afford it or because they don’t think the investment is necessary.  Some property owners do not have their buildings up to standard code and this poses major health problems for the residents that live in them.
