<p>On September of 1997 police threatened to shoot pro democracy and human rights activists demonstrating to honor U.S. Ambassador Walter Carrington. Carrington left the country on September 25th. The threats were prompted not only by the government's disproval of the rights that protesters were seeking, but also in response to the United States refusal to allow the Nigerian government to "interrogate" Carrington and his staff.</p>

<p>In October of 1999 strict Islamic law was introduced in the northern state of Zamfara. While the state claims that it has put in measures to prevent these laws from causing problems to Christian citizens, there was quickly doubt for the validity of the claim, as the state also announced that only mean with beards would receive government contracts.</p>

<h2>South Africa</h2>

<p>In 1999 Clements' International Report, released a document describing the atrocities of the South African President Pietre W. Botha, and the government in the country. They described his regular attempts to censor the opposition using murder, and constant human rights violations and torture. Sadly these actions are often overlooked by many members of the mainstream press, as the South African government has almost never stood still. The South African governments are often well known for their failure to include minority parties and opposing viewpoints inside the government. These failures are often viewed as deliberate attempts to prevent opposing viewpoints from being heard by the people.</p>

<h2>Congo (Kinshasa)</h2>

<p>The government of Congo has often been most well known for extensive use of censorship to hide it's actions from the international stage. In 1997 the new Congo government continually denied, in spite of the claims of the Rwandan government, that they had any part in a coup of the Democratic Republic of Congo</p>
