It should be provided for in the law that those who clear land by burning should have the necessary fire-fighting equipment, trained manpower and a liability deposit. This is necessary as fires may get out of hand during deforestation.

Helicopters that can scoop water to douse flames and aero-planes that can seed clouds are some of the methods forest fires can be controlled.
