Vermont was the first to abolish slavery. Rhode Island is the first to make a law that makes it illegal to take slaves out of the state. Slaves were not allowed to have kids unless it was conceived by the slave master. North Carolina prohibits the import of slaves. Also Virginia encourages manumission with the other colonies. Slaves were to have no privileges that were easily assessable to the whites of the community. The U.S. Constitution is made in Philadelphia. Also Rhode Island prohibits its residents from participating in slavery. Slaves that decided to leave were not just killed, it was considered a federal offensive and the family of the slave would have the suffer the consequences. This year was thought to be looking up as blacks were excluded from joining the army. Also South Carolina still permits slave trade. Slaves that were caught trying to read of learning religion would be killed instantly with no questions asked because a smart slave was a dangerous slave. Congress prohibited the slave trade between the U.S and the other foreign countries. South Carolina prohibits blacks from reading.
